Edit - never mind it's now showing on espn+ as well on my app so it seems like it won't matter. Note to self - phone app navigation is way better than the tv one.

Can we stream ESPNU via an ESPN subscription without having a cable plan, or do I need to buy Sling or something for a month?

I have paid for ESPN+, and I've been able to see ESPNU tournament games. On my Fire Stick in the ESPN app (sometimes how you get there has mattered this year).

And remember most of the live tv services come with a free trial in a pinch.

The Roku ESPN app gives me a choice of the ESPN+ broadcast (which I get) and the ESPNU one (which I presumably don't).

ESPN's other interfaces are pretty awful BTW; the Android one makes me log in every so often and refuses to let me store my password, while the web interface insists on thinking I'm using some go.com account from years ago that doesn't have ESPN+ access, so I have to log out and then back in again with my Disney+ account.
