I've been watching sports for over 55 years. If that's the rule, it's as bad a rule as there is in sports, and the officials have to use common sense given the situation.

Yup. What's funny is that when we got hit by this earlier this year, the announcers (road game. Princeton maybe?) talked about how they see this call every couple weeks, even though it was new to me.

It seems to be one they've focused on.
