I believe the point Pete was trying to make is that if Mike Noeth (who called a lot of penalties) HAD been the ref during "the Brown play", we could've wound up with five players in the box for holding.  (Or, as he mentions, if it'd been earlier in the game, as opposed to during the swallow-the-whistle portion of the game.)
