I think his point is that people so close to the Minnesota border might be Gopher fans, like South Jersey residents rooting for the Eagles instead of the Giants, but I think he's got it wrong in this case. Because the ND team is the one on the Minnesota border, everyone on the ND side (and possibly the Minnesotans near Grand Forks) is going to hate UM and a rivalry is born.
