with NY state passing a law that says the NCAA can not punish NY  schools for NIL transgressions, wouldnt the next step be that NY state passes a law that says the IVY can punish NY state schools for things the IVY league puts in place?  So like Cornell giving out scholies could not be enforeced by the IVY league?

scholarships aren't NIL, they are direct payments from the school not a third party.
