Sale time for student tickets

When do excess student tickets become available to the general public? That is, when are the seats that are not occupied by students made available? The ticket office tells me that if they make student seating available for general admission, they do so promptly at game time at 7. I've heard from other reliable sources though that such tickets could be made available as early as 6. Which is correct?
