Was introduced for fall 86 or spring 87 IIRC

No, at least not in the current manifestation.  At least from 1992 to 1994, the band only played "Gonna Fly Now" for the 3rd period.  "Rock and Roll, Part II" was arranged for a marching band show I believe in the fall of '94 and it soon made obvious sense to move it to the pep band repertoire, given the fan reactions to it.  Logically, it fit perfectly after "Gonna Fly Now."  The chant that accompanies it now didn't really pick up steam until '96-'97.

Personally, I didn't become aware of the song-as-sports-anthem until about 1990 when the Penguins played it a lot.  This article gives good detail to the history of it in arena-rock.  Pretty much a Denver thing in the '80s, which correlates abmarks's Denver comment.  If the band did have it back then, it was dropped/lost shortly thereafter.
