Does crumpling to the ice in a fetal position count as "backing down"?

Hi.  I'm new.  I thought this might be a good place to get some insight.  Are skaters allowed to wear goalie skates?  I haven't been able to find anything explicitly against it in the NCAA, NHL or USA Hockey rule books.  Thanks!
