People who are traveling to Green Bay from the Milwaukee or Chicago airports should expect slight traffic delays going through Milwaukee's Marquette Interchange (I43 northbound to Green Bay) which is undergoing major reconstruction. There really is no way to avoid it and it isn't always bad depending upon the time of day (especially northbound), but it can be annoying if you don't expect it. I have never known the delay to be more than 30 minutes since most commuters have found alternate routes, but people should not get off and then try to get back on if they don't know the area. Also, the ramp closures change daily so just stay put, follow the signs, and you will get through it.

When I visit the family in Appleton I always take US-41 from Milwaukee to Appleton. If anyone is staying in Appleton or DePere 41 is the better route - it's 4+ lane divided highway the whole way. Not sure if it's a decent alternate to Green Bay time-wise but it's something to look at.
