I was wondering what the difference is in the admittance standards for US citizens and foreign citizens. Do non US citizen students have to take SAT/ACT's ? Is there foreign standardize testing scores that are utilized ?

Not sure at Cornell but I think it has to do with a financial test at NYU. Can the family afford tuition at list price?

I'm not sure about the SATs, but for graduate school, standardized tests (GRE, but presumably others as well) are a fairly straightforward way for international students to provide a metric by which they can be evaluated. It's why replacing standardized tests exclusively with things like GPA, which can be confused by different grading systems or lack of grade inflation, put international applicants at a disadvantage.
