Sepp Blatter, the President of FIFA, is Swiss, and Jean Todt, the head of the FIA, is French.  You must be thinking of Bernie Ecclestone, who was high up in F1 but whose only involvement with football was as majority shareholder of QPR.

The Economics prize might be within reach: When Petra Ecclestone (Bernie's daughter) buys a Beverly Hills house listed at $150 million, she's effectively sponsoring research into trickle down theory.
