It was unclear if the winner was chosen based on decibels, a protractor, or what. Not clear why UPI put "lap dance" in quotes. Maybe it's a new term, like "man-up" or "to the cloud," that isn't considered common across the heartland yet.

Of course it's on the forum. It's a combination of hard news and human interest with a hint of sex ... the underpinnings of great journalism.
