It sounds like a simple mistake born of impossibly complex rules.

But it frees up an extra NCAA slot for 2 years...

Each case is decided individually, in this case UHN is still eligible for NCAA tourny play.

I actually would rather they stay eligible.  So that we can face them and eliminate them.  We still owe them....

Yes, it reminds me of when the refs misinterpreted the high stick rule and disallowed Shane Palahicky's goal in the FF.
